I'm not aware of any tool that does that automatically. But the definitive list of changes made to output is in here: https://github.com/NREL/EnergyPlus/tree/develop/src/Transition/OutputRulesFiles
And the Report variables changes are in https://github.com/NREL/EnergyPlus/tree/develop/src/Transition/SupportFiles
My (perhaps naive) feeling about it is that I don't think it'd be a daunting task to write such a tool. As you'll see, most of the Report Variables CSVs are empty of changes, and when it's not, load it as a dict and replace variable names to the old name, do that for each version from current back down to 8.5.
