The baseline model is fully visible and editable, so it accommodates any required customization (such as with existing buildings). It outputs some much of the LEED documentation in table reports. reports: i.e. LEED Online form Table EAp2-4 through 7. They have also included an interface to California's new Title 24-2013 API, CBECC-Com.
I know eQuest can produce the baseline model to an extent, but I have never used that feature and have always created it from scratch.

Note that moderate knowledge of the VE is still required to create a baseline model. It is done in a series of steps, with the ability to alter inputs at each step.
