When that feature was first added it either worked through the plus icon, or for some objects through a pre-loaded object in "Library" that can be dragged in. It appears this issue is known and has been merged into the code but is not be in an installer yet https://github.com/openstudiocoalition/OpenStudioApplication/pull/398
In the mean time you can use the add exterior lights measure to add exterior lights. Once the measure has been run (if you use apply measures now) you will be able to inspect and alter that object in the exterior equipment sub-tab.
