I searched patiently and found one basis of escalator schedules.
ANSI/ASHRAE/IES Standard 90.1-2016 Performance Rating Method Reference Manual states:
NACM(Nonresidential Alternative Calculation Method) issued by CEC(California Energy Commission) describes Schedules in Section 5.4 Space Uses as follows:

In Appendix 5.4B, elevator schedules and escalator schedules are specified separately for each building type, and the escalator schedules consist of a fraction of 0 or 1. The following table shows only the escalator schedules for each building type I extracted from Appendix 5.4B.

I just updated the summary table of escalator schedules above as I found the schedule for Restaurant was incorrect. The original NACM Appendix 5.4B is correct.
