Do you see this same issue with other measures? If you restart your computer and create a fresh PAT project do you see the same issue? If a fresh PAT project works, then go back to your project, remove the measure. Save the project, then add the measure back (make sure when you remove it that it has been removed from the measures directory). On Windows sometimes files can be corrupted. Which brings up question of what Operating system you are using and what version of PAT/OpenStudio.
