This is correct, SketchUp upgraded to Ruby 2.7 in SU 2021. This means that versions of OpenStudio based on Ruby 2.5 (https://github.com/NREL/OpenStudio/wiki/OpenStudio-SDK-Version-Compatibility-Matrix) are not compatible with SU 2021. Coincidently, there is an enhancement request (https://github.com/NREL/OpenStudio/issues/4134) to update OpenStudio to Ruby 2.7 which would resolve allow the next version of the OpenStudioApplication (which is built on top of OpenStudio) to be compatible with SU 2021. Updating OpenStudio to Ruby 2.7 would provide other benefits as well such as compatibility with Ubuntu 20.04. The Ruby community is moving quickly towards 3.0 right now and many gems are aggressively updating their minimum versions, updating OpenStudio to Ruby 2.7 would allow use of those gems as well.
