@jaklloyd, thanks for pointing this out. I was able to duplicate this behavior and have filed an issue. A work around since you can download the component using a web browser would be to go to follow these steps.

1. Download component from web browser
2. Unzip contents
3. Go to file menu in the OpenStudio application and choose "Load Library"
4. Browse to and select the OSM file from the unzipped component.
5. You should now see the material in the library, but it won't have a blue "BCL" tag on it like it would if downloaded directly through the Application.
