No. The ChillerHeaterPerformance:Electric:EIR object is meant to define one chiller-heater module within a Central Heat Pump System. This central heat pump system is able to then provide cooling and heating either individually or simultaneously, but it is only set up to reject heat to water and not air.

If you want to model an air to water heat pump (useful heating/cooling of water by rejecting heat to air), I would recommend using the plant loop heat pump object (one for heating and one for cooling) that allows you to select air-cooled or water-cooled condenser. This feature was added to EnergyPlus in version 9.3.
