You cannot translate an .idf with HVAC system and especially EMS code into OpenStudio model format (.osm). Only some simple constructions, materials, geometry, and loads can be imported.

If you want the 90.1-2016 DOE prototype in OpenStudio format, you will need to wait until 90.1-2016 is supported in openstudio-standards, which should be done by September 2020.
