If you're simply expecting a temperature-based control of air conditioning, you could use a Dual Setpoint (Heating and Cooling) with deadband control type of thermostat. Whenever the conditioned zone temperature falls into deadband, the hvac system won't operate, but it's not constrained by seasons. If you want more sophisticated control over seasons/ based on outdoor air temperature, you could actuate setpoint schedule/thermostat control type schedule or the hvac availability schedule (dependent on what you want to control) via EMS(Energy Management System), which allows you to write your own control scripts, maybe with a sensor of outdoor air temperature.
