So, in experience so far, editing the buildstock.csv versus the locations.tsv and locations-region.tsv has no difference. I've been running analyses with the PAT on the ResStock directory with the edited buildstock.csv and it's been working fine.
With regards to my note on Apply Upgrade inputs not being implemented, I just needed to refer to this solution here https://github.com/NREL/OpenStudio-BuildStock/issues/319.
