I would say not, as the facility does not operate 24/7; and 6.5.6.2.1 explicit has 'all are true'. The Ice equipment operating 24/7 is no different than 'normal' chiller which operates 24/7 to keep a building conditioned (even during unoccupied set-back). The typical places this has come up in my experience are hospitals or 24/7 airports; though I am sure there are other examples of 24/7 facilities. (prisons? 911 dispatch / fire/ police? maybe?)
