I'd think this is correct. The one element I would have examined in the thermostat type; Proportional vs Reverse-Acting. These have the impact of being either a single max or a dual max VAV box, respectfully. This can really sway heating consumption, even for similarly System to zone(s) grouping between Baseline and Proposed.
