With regard to the Geometry House Size parameter, yes, it defines the conditioned/finished floor area and not total floor area. That is commonly how residential buildings are described in real estate, etc. Garage floor area, crawlspace and unfinished basement floor area, unfinished attic floor area, etc. are not included.
The Slab error you're seeing is caused by slab construction measure not being set for buildings with slab foundations. Look at the example Insulation Slab.tsv and note its dependency on the Geometry Foundation Type. When the Foundation Type is Slab, the probabilities for non-None options (e.g., Uninsulated, 2ft R5 Perimeter, R5 Gap, etc.) should add up to 1, while for any other Foundation Type, the probability for the None option should be 1.
