An issue was introduced between 8.9.0 and 9.0.1 that causes the older transition programs in the 9.0.1 release to behave badly. This is fixed for the next release, but for now the workaround is to use the transition programs from 8.9.0 to get to version 8.9.0 and then use the 8.9.0 to 9.0.1 transition program from the 9.0.1 release.
