A quick review of the HVAC system shows a single duct VAV system with reheat with a fixed supply temperature year-round of 12.8C (55F), with the fan operating 24/7 year-round, delivering the design outdoor air flow rate 24/7. My guess is that the outdoor air controls should be scheduled or perhaps you intended to set the Controller:MechanicalVentilation to use demand-controlled ventilation?
