I would create a Material object that has the same heat transfer properties (density, specific heat, conductivity) as the soil for your location, then set the thickness to be small (~1") so that EnergyPlus doesn't calculate much heat storage within this artificial soil material layer. Then, create a Construction object that references only the name of this artificial soil material layer. Finally, Reference the name of this Construction object in the BuildingSurface:Detailed object that represents your zone's floor surface.
