Probably the best resource for airport process load energy is the Transportation Research Board's Airport Terminal Building Energy Use Intensity (ATB-EUI) Benchmarking Tool.
All the loads you mentioned (with the possible exception of runway/taxiway lighting, depending on where the LEED project boundary is drawn) should be included in the LEED energy analysis as process energy.

Probably should include security equipment (e.g. bag and people scanners) to that list as well.
