If you will ask for output of the following variables: Zone Air Temperature, Zone Thermostat Heating Setpoint Temperature and and Zone Thermostat Cooling Setpoint Temperature at hourly rate you will be able to calculate what ever you need.

For the hour of exceedance you can use those four output variables:

Zone Heating Setpoint Not Met Time

Zone Heating Setpoint Not Met While Occupied

Zone Cooling Setpoint Not Met Time

Zone Cooling Setpoint Not Met While Occupied Time

One more thing is that in OS at the OpenStudio Result Measure you will find few lines of the top the unmethours tolerance which I think by default is set to 0.37 deg R.
