Not a solution but just a observation: there is something wrong with the figure 2. As an integrated value, energy consumption either rise or stay flat. It should never drop.

Also, the ZoneHVAC:LowTemperatureRadiant:VariableFlow object is not controlled by thermostat object. It has its own thermostat. And the Heating Control Temperature Schedule Name should be the set thermostat temperature of the zone.
