Question 1:
I just added the two missing Dual Duct objects in PR #2877, that is AirTerminal:DualDuct:ConstantVolume and AirTerminal:DualDuct:VAV:OutdoorAir
For now the only available one is indeed the AirTerminal:DualDuct:VAV. Perhaps you can try forcing the Zone Minimum Air Flow Fraction to 1 to mimic a Constant Volume one.
Question 2: I think that's going to be the case if you place a SetpointManager:Scheduled on your hot air leg, isn't it?
