90.1 Appendix G requires that the baseline model have the same ventilation rates as the proposed model. The Create Baseline Building Measure doesn't add any ventilation to the proposed model, it simply uses whatever ventilation rates you've included for each space type via DesignSpecification:OutdoorAir objects. So if your baseline model has no DesignSpecification:OutdoorAir objects, your proposed model will have no ventilation.
