First, I would recommend double-checking the EnergyPlus weather library to see if there already is a .epw file that you can use.

If not, then to convert .bin weather files to .epw weather files to use in OpenStudio, I would recommend using Elements instead of the weather file converter tool that comes with EnergyPlus because it's a simpler process and Elements has graphing capabilities to analyze the weather file's data. After you open the .bin file, you can choose to save the data as a .epw file. Note that you will NOT be able to use Elements to convert the .ddy file containing design day conditions used for sizing HVAC equipment in EnergyPlus and OpenStudio. The EnergyPlus weather library contains this file for each location.
