There is no longer direct BCL access in the OpenStudio SketchUp plugin, however the On Demand Template Generate that used to require BCL now runs locally. It is two items down on the menu of your screenshot. Weather files which used to be added in SketchUp via BCL should not be added in the OpenStudio application.
