Yes you can have "Material" and "Material:NoMass" in the same model. I believe you need or want a "Material" in the construction with a "Material:NoMass" so the model converges properly. You asked about restrictions on using them on 2 different adjacent surfaces. Did you mean adjacent construction layers?, that answer is Yes, it is fine.
If you meant two adjacent surfaces from different zones that represent the same surface. Those two surfaces would typically have the same symmetrical construction, or a mirrored construction relative to the construction of the adjacent surface.
