I noticed that your PTAC system schedule in each thermal zone is set on "always on discrete". Select "Thermal Zones", pick a "Zone Equipment", go to the "edit" tab, select the gear icon to access the options. Check out "Availability Schedule Name" for each zone equipment and make sure the corrected schedule is selected. I assume it will change your heating load. Let me know if it works.
