The OpenStudio report is wrong. It appears to be getting the ratedFlowRate and reporting it as 'Rated Power Consumption' in W (here).
@David Goldwasser can you check the whole PumpVariableSpeed section? There seems to be other stuff off as well (e.g. 'value_target_units').
