You will want to edit the CoilHeating:DX:SingleSpeed object, not the electric coil. EnergyPlus/OpenSudio will use the DX heating coil before the electric coil because of the order it is in on the air loop. So only when it gets to cold for the DX heating coil to meet load and/or operate will the electric coil turn on. Please see below for the inputs to edit on the DX heating coil.
