You can model this using a "Number of People" schedule, and add a different priority schedule for each month. This would allow you to control occupancy on a monthly basis.

The trouble I see with this, however, is that in doing this you would essentially be telling the program that the building is 90%, or 10%, full for the entire month, which is not exactly what you want, because although you might have those levels of occupancy on average, you wouldn't be able to capture the daily in & out patterns of people within each zone.

Maybe you want to develop a daily or weekly schedule of what your occupancy is, and then pro-rate those values based on the expected occupancy for that month.
