This is not currently possible in Apply Measure Now and is not planned for the near future. You can run Ruby scripts in Notepad++. You could also write your action as a unit test, then run the unit test from the command line. If you go this route, you will want to include any test files in the test directory so your tests will still work after uploading your measure to the BCL. See the section on measure testing in the measure writing guide.
