I think the best publicly-available source of example EMS measures is currently the OpenStudio-PTool repository. There is no guide for the measures or how they work, but the ones I've looked at seem decently commented, and you can always refer to the EMS Application Guide to reference how the EMS code actually works.

I think the best publicly-available source of example EMS measures is currently the OpenStudio-PTool repository. There is no guide for Design documents describing the measures or and how they work, but the ones I've looked at seem decently commented, work are here, and you can always refer to the EMS Application Guide to reference how the EMS code actually works.
