If you are trying to enter in cost and consumption for historical bills for use with model calibration you should use the Utility Bill sub tab of the Site Tab.
I think you want instead to create a tariff for use with a simulation. If the flat, block, or time/date dependent measures don't work you can always use the custom tariff measure. To use this you do need to know how to create the IDF content for the tariff and drop it into the "resources" directory of a copy of the measure.
