I had this same problem, the solution that I found was to ensure the Java versions lined up between the programs and in Windows. It has been a couple months since I went through the process but the answer was hidden in the bcvtb google group (https://groups.google.com/forum/#!forum/bcvtb) but not in one answer. Hope this helps get you started in the right direction at least.
