Are you referring to this BCL measure? I get the same error message.
However, I have been able to run @MatthewSteen 's EnergyPlus measure envelope_material_property_phase_change, discussed here. Works - no errors. There's not a lot of hand-holding, so you may need to switch things up first using the OpenStudio Application (Simulation Settings tab):
I'd also delete/replace problematic materials (e.g. highly conductive metal siding, massless layers). In fact, I suggest testing this BEFORE trying out the measure.
