I found a lead for you to follow. I changed the value of "Cond outlet temp schedule", from 28 to 35 degrees and the condenser worked for the whole year.
I think the error happens when the outside temperature is higher than this condenser outlet temperature. When the outside drybulb goes higher than 28oC, the condenser error happens in my simulation of your idf.
Of course, the water cannot be at 28oC by trying to get colder against an exterior air higher than 28oC. And it seems the only thing this value controls is the variable water flow, which of course higher or lower water flow does not change that this is an impossible heat exchange. In fact, in the example file form E+ v25 (See SuperMarket_WaterCondenser.idf in EnergyPlusV25-1_v2\ExampleFiles) this value is 45oC. Try setting it to a higher value yourself.
