This is expected behavior. While the occupancy schedule is natively generated at a 15-minute resolution, OS-HPXML applies a random shift of +-30 minutes to create diversity and avoid spikiness. This shift causes schedule changes to occur mid-timestep rather than aligning with the 15-minute simulation edges. As a result, the value reported for those transition intervals is a time-weighted average, which appears as a fractional number.
