I think it's a DLL issue. I have found that this works on my Windows 11 machine:

Download DView 1.2 from here
Extract the files from the zip
Copy msvcp120.dll and msvcr120.dll into the BEopt 2.8 installation dir (e.g., C:\Program Files (x86)\NREL\BEopt_2.8.0), overwriting the existing files.
