I've seen this "Bad Allocation" error before when using the low-temperature radiant (LTR) object type. It was caused by not having the correct references between the LTR object type and the relatively new LTR Design object type that defines the design data used to size the LTR component. In your IDF, since your using the Variable Flow LTR object type, you should add the corresponding Variable Flow LTR Design object type. Note that one LTR Design object can be "shared" by multiple LTR objects, if they each have the same design data.
