I ran into the same error in EnergyPlus 23.2.0 and found that the issue in my case was caused by the "APRatio: The area-to-perimeter ratio for this slab" in the "GroundHeatTransfer:Slab:EquivalentSlab" object being set higher than 22, which is the limit. Hope this helps anyone who finds this post while looking for a solution, just as I was!
