In DesignBuilder, the HVAC schedule (0=off,0.5=setback, 1= setpoint) is the way to do this. This is for detailed HVAC (simple activity data).

If you want more granular temperature control (beyond setpoint and setback) you will need to use detailed HVAC, detailed activity data.

The occupancy schedule does not control the HVAC temperature schedule. It is separate. if you have the HVAC schedule at "on 24/7" the temperature setpoint will be at setpoint at all times.

Yes, you will always have to make a separate HVAC schedule. This is more realistic than a simple occupancy schedule. For example, in an office, as the occupancy varies throughout the main work day, you want the office temperature to be at setpoint all day, then go to setback after hours.
