Hello,
This got somewhat lost when BCL moved from version 1 to version 2. I basically never bothered to re-add it to the new BCL since I haven't had a use for it in ages.
You can find the measure at https://github.com/jmarrec/OpenStudioMeasures/tree/master/Add%20PSZ-HP%20to%20all%20Zones though. No guarantee given as to whether it still works with OpenStudio 3.8.0 or not, you may need to tweak a couple of things.
