Is it possible to add a ZoneAirBalance:OutdoorAir object using OpenStudio interface?

No. ZoneAirBalance:OutdoorAir is not currently implemented in the OpenStudio SDK (see the list of objects here).

The only way to include it would be to use an EnergyPlus Measure.
