How do you put in a solar cell in SketchUp/OpenStudio?

I want to put a solar cell on the outside of a building to measure the solar input.

There is not yet support for these objects in the OpenStudio Application but you can add them in the SketchUp Plug-in. Select the surfaces you want to put PV on, then run the "Add Photovoltaics" user script under "Alter or Add Model Elements" menu.
