why are the main air handler heating coils zero capacity in the DOE commercial prototype model for outpatient healthcare [closed]

Is anyone aware of the reasoning behind why heating coils in VAV AHUs have zero capacity in the DOE 2019 Outpatient prototypes? I'm assuming it is a bad design practice to bring heating design day OA temperatures all the way into the zone level ductwork before any heating due to problems like comfort, TU coil sizing, condensation.
