why are the main air handler heating coils zero capacity in the DOE commercial prototype model for outpatient healthcare

Does anyone know the rationale for not having AHU heating coils for VAV systems in the Outpatient prototype models? I'm assuming bringing heating design day OA temperatures all the way to the zone level before any heating would be a bad HVAC design choice for reasons such as condensation issues, comfort, VAV-TU coil sizing...
