Should Heat Recovery Be Included in Baseline Model if Present in Proposed Design? (ASHRAE 90.1-2010 Appendix G)

Hi all, We are working on an energy model for a commercial building using ASHRAE 90.1-2010 Appendix G. In the proposed design, certain HVAC systems include heat recovery wheels or exhaust energy recovery for ventilation air.

Question: Should the baseline model also include heat recovery systems if they are present in the proposed design? Or should the baseline exclude them unless required as per ASHRAE 90.1 Performance Rating Method(PRM)?

Any references to Appendix G modelling rules would be appreciated.
