OpenStudio Stopped working

Hi, just this week, OpenStudio fails to open. Whether I try double-clicking a osm file, or opening OS 1st, I get the same error and failure: a TimeOut window appears with a message "Failed to start the Measure Manager. Would you like to keep waiting". There are 2 options: Retry and Close. Both loop back to the same window.

I have tried uninstalling v1.09, installing v.10, deleting all OS files, and reinstalling both versions.

Nothing works, I cant get to the main OS screen at all, or get anything to work. Anyone have a solution, or advice?
