Openstudio application 1.10 failed to start the measure manager

I recently updated the OpenStudio application to version 1.10. However, after the installation, the application failed to start the Measure Manager, displaying a "timeout" error. I've attached a screenshot of the error for your reference.

Has anyone else encountered this issue, and if so, how did you resolve it? Any advice or guidance would be greatly appreciated.
