Unmet hours too high (3500 hrs)

I am modeling an air cooled VRF system in eQUEST for a 7-story building, and when I run the model, the cooling unmet hours are too high (around 3,500 hours). Can anyone please help me with this? I tried changing the throttling range to 4 in the areas where the cooling unmet hours are high, as indicated in the SS-R report, but it hasn’t made a noticeable difference.
